6.5 MONITORING, REVIEW AND IMPLEMENTATION
Unclear from the SPD of when and how infrastructure will be delivered. Strategy should be in place now within the SPD. How will conditions/enforcement be monitored and managed due to SCDC's lack of resource? Should a financial viability SPD be completed to ensure the site is viable and sustainable?

Page 142 Viability and sustainability - Ref Inspector comments "It is unclear from the SPD of when and how infrastructure will be delivered. Cost of infrastructure particularly upgrade of the A10. Reliance on City Deal and s106 monies. SCDC local plan modelled viability on a settlement of 3,000 dwellings. The SPD is woolly with no clear sense of the financial implications of a settlement of 8,000 - 9,0000 dwellings. SC MM071 local plan 8. Page 142 Monitoring and review "the ability of collaborative working of the landowners, council and key stakeholders." Inspector stresses the importance of how the plan is monitored managed and reviewed. A strategy should be in place now within the SPD. Are SCDC able to complete these tasks? How will conditions/enforcement be monitored and managed due to SCDC's lack of resource? Will the cost of parcels of land be sold at an inflated price as the land comes with planning permission and could therefore affect the number of affordable homes? Should a financial viability SPD be completed to ensure the site is viable and sustainable?
