Will the bike routes be separated from the pedestrian walkways? They might need to be extra wide, like in Trumpington Road. I can imagine a lot of cyclists using them, so they need to be safe for pedestrians too.

13 storeys is much too high. 8 storeys is too high, and even 4 and 5 storey blocks of flats are too high, unless there are only a few of them and they are interspersed with lower buildings. High buildings create unpleasant wind tunnels, and make areas really impersonal. A balance of flats and houses seems to me to be a more pleasant option.

Mostly yes

A swimming pool for this number of people would seem essential. An outdoor paddling pool in one of the parks would be a good idea too, and an area like Sheep's Green.
