Full text:

The consultation document correctly identifies as odour as the principal potential amenity impact from the existing Cambridge Water Recycling Centre (WRC) prior to its relocation.

We understand that an odour assessment report prepared by Odournet commissioned by Cambridge City Council and an associated advice note is to be considered by the Council's Planning Committees for the use in the determination of relevant planning applications. However these documents do not form part of the current AAP consultation.

Reference is made to completed odour studies although it is not made clear which study or studies are being referred to in this context

Objective 7: Reference is to achieving biodiversity net gain and the integration of Sustainable Drainage Systems (SuDS) as part of the development which is fully supported. For clarity it would be helpful to make it clear that the provision of SuDS is not limited to green spaces as suggested by the text as drafted.

Anglian Water has been actively involved in the on-going project with Cambridge City Council, South Cambridgeshire District Council and Cambridgeshire County Council and other stakeholders to redevelop the Cambridge Northern Fringe East Area including the preparation of the AAP. We are supportive of the principle of the land East of Milton Road including Cambridge Water Recycling Centre being redeveloped to provide a mixed use residential led area.

There is scope to maximise the potential for water recycling, stormwater and rainwater harvesting measures to be incorporated as part of the design of this development. Such measures will have the benefit of reducing the use of potable (mains) water as well as reducing impact on downstream drainage assets and contributing to Sustainable Drainage Systems (SuDS).

Representation Summary:

The status of any relocation strategy should be clearly defined and clarify whether it is intended to relate to the existing industrial areas only and how it would be used in the determination of planning applications submitted within the area.
The re-development of the WRC for other uses is dependant upon a replacement facility being provided as outlined in the document. It is essential that Anglian Water as a sewerage undertaker can continue to serve our customers both during construction and after the re-development of the land east of Milton Road including the Cambridge WRC site.
