Draft Planning Obligations SPD

5.6.18

Representation ID: 28638

Received: 14/07/2014

Respondent: Cambridge Past, Present and Future

Representation Summary:

Concerned that specific landscape construction and maintenance costs have been included in the SPD as these are likely to go out of date very quickly and can change due to local circumstances.
The SPD should instead make reference to the most up to date edition of Spon's 'External Works and Landscape Price Book'.
In addition, we are concerned that the provision of a list of costed specific landscape items will result in a loss of creative thinking on the part of developers, their consultants and the local authority itself and should be avoided.
We would also like to know how the time period of 12 years maintenance was arrived at.

Section 5: Open space and Recreation
CambridgePPF is concerned that specific landscape construction and maintenance costs have been included within the SPD as these are likely to go out of date very quickly and can change due to local circumstances.

We feel that the SPD should instead make reference to the most up to date edition of Spon's 'External Works and Landscape Price Book' (currently edition 14), providing the industry standard costs for the majority of grounds maintenance work, and which is updated annually. Other local authorities recognise that Spon's does not necessarily provide figures for all landscaping and maintenance activities, and that they may vary as a result of factors such as local labour rates. In exceptional circumstances, for example in historic or prestigious settings, landscape and maintenance costs may exceed those set out in Spon's.

In addition, we are concerned that the provision of a list of costed specific landscape items in such an SPD will result in a loss of creative thinking on the park of developers, their consultants and the local authority itself and should be avoided.

We would also like to know how the time period of 12 years maintenance was arrived at.
