We welcome the reference to the Minerals and Waste Core Strategy Development
Plan Document, and in particular policies CS16 and CS28. We also welcome reference to the RECAP SPD and the need to complete the RECAP toolkit to allow an assessment of contributions to be made for both local and strategic waste services.
The draft 123 list within Appendix 2 shows that strategic waste infrastructure from the County Council's perspective will be included within CIL. This is essential to ensure that waste infrastructure is considered as early on in the process as possible.

The introduction of the Planning Obligations SPD is welcomed to give more certainty to how certain infrastructure will be funded and to make the process of negotiating contributions from developers more transparent.
More specific comments relate to the following areas:
Minerals and Waste
We welcome the reference to the Minerals and Waste Core Strategy Development
Plan Document, and in particular policies CS16 and CS28. We also welcome reference to the RECAP SPD and the need to complete the RECAP toolkit to allow an assessment of contributions to be made for both local and strategic waste services.
The draft 123 list within Appendix 2 shows that strategic waste infrastructure from the County Council's perspective will be included within CIL. This is essential to ensure that waste infrastructure is considered as early on in the process as possible.
Transport
The split in the R.123 table between strategic and site-specific transport infrastructure appears to be sensible. More work will need to be undertaken to identify the details and specific requirements as more detailed studies are undertaken and developments are planned. Along with our partners, the County Council is currently negotiating both a City Deal and a Growth Deal for the area. The work is evolving at pace and in the next few months, a clearer programme of priorities for transport schemes will start to emerge.
City Deal funding will help towards transformative improvements for the transport
network. However, given the scale of investment needed to facilitate growth, planning obligations will continue to be a key requirement to provide for site specific infrastructure and for infrastructure needed to mitigate the impacts of growth on the network. As such the County Council will continue to work closely with our partners both to clarify and secure contributions towards the key infrastructure needed, in line with the requirements in the adopted Transport Strategy and Local Plan.
Funding from the proposed Community Infrastructure Levy (CIL) will also be important to support infrastructure requirements related to growth. We welcome the opportunity to work with our partners to establish priorities for CIL funding across the Greater Cambridge area to ensure that essential infrastructure and services can to be funded and delivered in a timely manner.
On a point of clarification, paragraph 4.2.1 can now be updated to reflect the fact that the Transport Strategy for Cambridge and South Cambridgeshire has now been adopted and is no longer a draft document. It was adopted by the County Council's Cabinet in March 2014.
