Greater Cambridge Local Plan: Proposed Submission
Policy S/WNT: Waterbeach New Town
Respondent: East Cambridgeshire District Council
Representation Summary:
The changes made to the policy wording since the Reg.18 version of the Local Plan, in so far as they deal with transport-related mitigation measures that are specifically required to support this strategic site allocation, are supported. The provision of more detail in the Infrastructure Delivery Plan (IDP) is also supported as is the publication of the interim Greater Cambridge Transport Strategy GCTS. The next iteration of the plan should be accompanied by finalised IDP and finalised GCTS.
Change suggested by respondent:
The next iteration of the plan should be accompanied by finalised IDP and finalised GCTS.

This strategic site allocation is directly impacting movement corridors, in particular the A10, between East Cambridgeshire and the GCLP area, thereby impacting East Cambridgeshire communities for accessing work, post 16 education, health care, services, as well as on East Cambridgeshire businesses depending on a functioning movement corridor. The amendments made to the policy text under "Movement" in Policy S/WNT Land north of Waterbeach, since the Regulation 18 version, are supported because the policy is now more specific about 1) what measures continue to be required in order to mitigate the transport and movement related impacts of the strategic site allocation and 2) how these measures are to continue to be required and tied into further planning consents: through ensuring the design of the site meets specific criteria; through setting aside land for and directly delivering itemised physical transport measures; and through financial contributions. Related to this, the provision of additional information contained in the Infrastructure Delivery Plan (including its appendices that itemise required items for each site allocation) and the publication of the interim Greater Cambridge Transport Strategy (that was previously not available at the Regulation 18 stage) is welcomed. It is important this improved evidence-led approach to transport mitigation continues, with the issuing of the further developed Infrastructure Delivery Plan that then reflects the further developed and finalised Greater Cambridge Transport Strategy (which it is understood will contain improved data on travel patterns and reflect further transport modelling work).
