Greater Cambridge Local Plan: Proposed Submission
Policy S/JH: New jobs and homes
Representation ID: 213079
Received: 24/09/2026

Legally compliant? Yes
Sound? No
The fact that the Plan is making provision for its full housing requirement, using the Government’s Standard Methodology is welcomed. However, Policy S/JH is not sound because it does not make sufficient provision for housing needs for specific groups within South Cambridgeshire. Here, Grange Farm will deliver 2,550 units over the plan period, and therefore it is assumed that proportionally, that site will deliver only 255 specialist housing units over this period. There is a significant gap between identified need for specialist housing, which comes to a total of 1,810 units in South Cambridgeshire, and the provision of 255 units.

Policy S/DS: Development strategy

Legally compliant? Yes
Sound? No
We contend that the plan is unsound for three reasons. Firstly, it relies too heavily on large strategic sites, which risks delays and lacks flexibility if any fail. Secondly, it concentrates development near Cambridge, neglecting South Cambridgeshire where growth is needed. Lastly, it overlooks sustainable Green Belt sites, despite recent policy changes allowing their release.

Policy S/GB: The Cambridge Green Belt
Representation ID: 213093

Legally compliant? Yes

We contend that the draft Plan fails to properly assess releasing Green Belt land, particularly near smaller settlements like Whittlesford. The Sustainability Appraisal only examines land on Cambridge's edge, but sustainable sites elsewhere could provide housing without harming Green Belt purposes.
Land at Duxford Road lies in a sustainable location, is well-connected by public transport, yet the Green Belt assessment incorrectly applies local purposes that conflict with national guidance. The flawed methodology wrongly assesses the site's contribution to Cambridge's character. Therefore, Policy S/GB is unsound and must be revised to include grey belt sites such as Land at Duxford Road.

Policy S/AMC/WHD: Whittlesford Parkway Station Area, Whittlesford Bridge Area of Major Change
Representation ID: 213101
Received: 24/09/2026
Respondent: Croudace Homes
Agent: KLW Planning
We welcome the allocation of Whittlesford Parkway in the Reg 19 plan. However, the policy remains unsound and should be amended to:
• Acknowledge that the investment required to deliver the proposed improvements to the station will need to be funded by residential and commercial development which lies within walking and cycling distance of the station;
• State that the principle of residential development close to the station would be acceptable,
• Make clear that neighbouring landowners are expected to work with the GCP to deliver housing and commercial development and funds the required improvements to Whittlesford Parkway Station.

Chapter 2: Development strategy

Legally compliant? Yes
Sound? No
Plan’s overall vision is supported however the Development Strategy is not fully sound due to the omission of Long Lane, Fowlmere. The site is a sustainable edge-of-settlement location outside the Green Belt, capable of delivering approximately 65 homes, including affordable housing. The Council’s own assessment has improved the site’s rating from Red to Amber, yet no clear justification has been provided for its exclusion. The Plan relies heavily on large strategic allocations, which may reduce flexibility and create delivery risks. Allocating the site would diversify housing supply, support village vitality, improve delivery resilience and better align with national objectives.
This representation relates to a site submission (HELAA ref 40309: Land on north-east side of Long Lane, south of Linden House, Fowlmere; HELAA 51059: Land north-east of Long Lane, Fowlmere).

Legally compliant? Yes
Sound? No
The representation supports the overall site allocation strategy but contends that the omission of Long Lane, Fowlmere is not justified. The site has been reassessed several times and, following a reduction in scale, its overall RAG rating improved from Red to Amber, with the Council acknowledging that landscape impacts could be successfully mitigated through an appropriate, landscape-led design. Despite this improvement, no clear explanation has been provided for its exclusion. The Plan relies heavily on large strategic allocations, whereas this 65-home site would provide flexibility, strengthen housing supply resilience, support village services and represent a sustainable, reasonable alternative for allocation.

The proposed development of 65 homes at Fowlmere would support the Local Plan’s objectives of improving wellbeing, inclusion and access to housing by providing a range of housing types and tenures to meet local needs. In a village with limited planned growth, the scheme would increase housing choice, support community sustainability and help ensure residents have opportunities to remain within the settlement throughout different stages of life.

Legally compliant? Yes
Sound? No
The representation supports the Plan’s placemaking objectives, including high-quality design, landscape integration, accessibility and biodiversity. Land at Long Lane offers a logical and natural extension to Fowlmere, capable of delivering well-designed development that reinforces local character and integrates with the existing settlement. The Council’s own assessment acknowledges that landscape impacts can be appropriately mitigated through a landscape-led approach. Development would create an attractive transition between the village and surrounding countryside, providing a high-quality gateway into Fowlmere while maintaining rural character, enhancing local distinctiveness and delivering a sustainable, well-integrated addition to the village.

Chapter 9: Homes

Received: 25/09/2026
Respondent: Croudace Homes

Legally compliant? Yes
Sound? No
The representation supports the Plan’s housing objectives and argues that Land at Long Lane, Fowlmere offers a sustainable and deliverable opportunity to help meet identified housing needs. The site could provide approximately 65 homes, including affordable and specialist housing, while complementing the Plan’s larger strategic allocations and increasing flexibility within the housing land supply. Located immediately adjacent to the existing settlement, it offers convenient access to local services and would help support village vitality. Given the Council’s improved assessment of the site and its sustainable location, the continued omission of the site from the allocation strategy is considered insufficiently justified.

Chapter 10: Infrastructure

We support the draft Plan’s focus on ensuring transport, water, energy, digital networks, and key facilities are provided in suitable locations and at appropriate times to serve existing and expanding communities. This objective addresses the need for infrastructure improvements due to population growth and increased job opportunities. The site offers a development opportunity that can progress alongside existing infrastructure, utilising current highway access, village facilities, utility networks, and nearby public transport. Growth here won’t require major infrastructure upgrades or depend on strategic transport projects, making it a viable option for smaller-scale housing delivery compared to larger allocations.
