Greater Cambridge Local Plan: Proposed Submission

Policy CC/RE: Renewable energy projects and infrastructure

Representation ID: 212350

Received: 17/09/2026

Respondent: Abbey Properties Cambridgeshire Limited

Legally compliant? Yes

Sound? No

Representation Summary:

Part 5 of the policy is not effective as the related planning permission will be time limited. The ecological and biodiversity mitigation cannot therefore 'out live' the related planning permission.
Paragraph 4.48 includes the words 'finely balanced' in considering the benefits of renewable energy generation relative to the loss of agricultural land in food production. The term 'finely balanced' is unnecessary and contrary to national policy which does not advocate such an approach.

Policy BG/BG: Biodiversity and geodiversity

Representation ID: 212351

Received: 17/09/2026

Respondent: Abbey Properties Cambridgeshire Limited

Legally compliant? Yes

Sound? No

Representation Summary:

Part 2 of the policy requires a 20% net gain on major developments. The justification within paragraph 5.8 of the draft Local Plan fails in my view to meet the requirement of Planning Practice Guidance (PPG) Paragraph: 006 Reference ID: 74-006-20240214. The Government has been clear (as confirmed in Paragraph: 020 Reference ID: 74-020-20240214) that the statutory framework represents the appropriate national approach towards, and benchmark for, biodiversity gains in planning.
The policy as drafted is therefore not consistent with national policy nor is it justified.

Policy WS/NC: Meeting the needs of new and growing communities

Representation ID: 212352

Received: 17/09/2026

Respondent: Abbey Properties Cambridgeshire Limited

Legally compliant? Yes

Sound? No

Representation Summary:

The policy as drafted would lead to Section 106 contributions being required for single dwelling proposals as the Council's approach is tariff based with contributions being required whether or not there is a deficit of the relevant service in the local area. For example a single dwelling with a village which has an underused community facility will still need to contribute financially to improve that facility despite it not being necessary. This approach is contrary to 2024 NPPF paragraph 58 in relation to the legal tests for planning obligations. It is not therefore currently consistent with national policy.

Policies Map

Representation ID: 214170

Received: 17/09/2026

Respondent: Abbey Properties Cambridgeshire Limited

Representation Summary:

The map appears to unhelpfully have multiple safeguarded areas given the proximity of the A428 and East West Rail projects. It would be helpful if alternative colours could be used to differentiate between the different project as they are at very different stages.

The East West Rail safeguarded areas includes land within the Caxton Gibbet food retail site which has been incorrectly identified by East West as an existing substation. The existing electricity substation is further to the north. East West Rail propose to update their plans to reflect this so the policies map as part of the Local Plan examination will need updating to reflect this in due
course.

Policies Map

Representation ID: 214171

Received: 17/09/2026

Respondent: Abbey Properties Cambridgeshire Limited

Representation Summary:

As can be seen in the submitted plan, the site allocation (Allocation S/CB) includes land to the east of the eastern area of Abbey’s ownership extent. The allocation therefore extends in part north to the A428 verge.

It is illogical to exclude Abbey’s land from being part of Allocation S/CB and therefore it should be included as being within the Allocation and would then form part of the future development extents boundary.
