Policy H/AH – should be clear that rents for affordable rent and social rent should be capped at Local Housing Allowance to ensure affordability and rent sustainment.
The approach that student accommodation and co-living contribute to affordable housing is supported. The approach for the financial contribution to be at the equivalent in value to the on-site provision of affordable housing within other residential schemes is supported.
The preference for shared ownership over other lower cost home ownership models is supported

Policy H/ES: Exception Sites for Affordable Housing
Representation ID: 213691
Received: 25/09/2026
Respondent: bpha
I support allowing some market housing on Residential Exception Sites (RES) where viability or deliverability is an issue. This includes increasing shared ownership options to improve viability. The exception scheme at Fen Drayton had Shared Ownership interest beyond eligible applicants. The approach in paragraph 9.20, which enables small village clusters to be developed, is also supported. Many villages have limited housing needs, which can hinder delivery, so considering villages as clusters is helpful.

Policy H/SS: Residential Space Standards and accessible homes
Representation ID: 213710
Received: 25/09/2026

I support the policy requiring all units to meet NDSS for consistency across grant-funded and open market homes, as mandated by Homes England through the Healthy Homes Standard. For accessible and adaptable units, I endorse 100% of new homes meeting M4(2) standards, with 10% of affordable units and 5% of market units meeting M4(3). This aligns design standards for affordable homes with those on the open market, also enforced by Homes England through the Healthy Homes Standard.

Policy H/CB – Support where schemes are delivering 80% affordable that there is a relaxation on the Self and Custom Build Homes requirement. The policy would benefit from clarity that this applies where we are delivering additionality.
