Greater Cambridge Local Plan: Proposed Submission

Chapter 1: About the Plan

Representation ID: 214253

Received: 24/09/2026

Respondent: Gladman Developments

Legally compliant? Yes

Sound? No

Representation Summary:

The start and end dates of the Plan should be shifted to be consistent with national policy. The standard method is a forward-looking assessment of housing need taking into account both under and oversupply in its methodology and uses a base period that is required to start from the year that the housing need is calculated. Gladman would recommend that the plan period starts in 2026

Chapter 2: Development strategy

Representation ID: 214258

Received: 24/09/2026

Respondent: Gladman Developments

Legally compliant? Yes

Sound? No

Representation Summary:

Objects to the spatial development proposed in policy S/DS, and disagree with the allocations proposed for hierarchy tiers.

14 Minor Rural Centres (MRC) proposed, only Melbourn has residential allocations, noting employment allocations in a number of MRC and Group Villages (GV).

Approach to residential growth not positively prepared and inconsistent as additional employment opportunities within MRC and GV are without corresponding housing provision.

More planned development, in the form of small-medium sized allocations, should be designated in this plan to ensure delivery of housing in the first five years of the plan.

Policy S/JH: New jobs and homes

Representation ID: 214341

Received: 24/09/2026

Respondent: Gladman Developments

Representation Summary:

Housing Figures and Requirement and Growth Strategy
concern over the seemingly low numbers proposed in terms of the economic opportunities that are available and thus the subsequent housing numbers that would support this (see technical document in Appendix 1).

The number of homes calculated under the standard method (2,289 dpa) would lead to there being an insufficient number of homes in Greater Cambridge if this area does indeed create more than 73,300 jobs, the draft Plan notably acknowledging this prospect in discussing the need for ‘flexibility in employment land in case the market delivers more jobs than anticipated

Policy CC/SD: Sustainable development and the climate emergency

Representation ID: 214376

Received: 24/09/2026

Respondent: Gladman Developments

Representation Summary:

Policy unnecessary and over-onerous. The content in a Sustainability Statement can easily be included as part of a Design and Access Statement and/or Planning Statement. This appears to be acceptable for minor development applications (within paragraph 3 of the draft policy), however there is no explanation for why there is a requirement for this to be a separate document for medium and large schemes.

There is no necessity a separate document, it can be incorporated within documentation already required.

Policy BG/BG: Biodiversity and geodiversity

Representation ID: 214378

Received: 24/09/2026

Respondent: Gladman Developments

Legally compliant? Yes

Sound? No

Representation Summary:

Agree with paragraph 1 of this draft policy, as it reflects the Environment Act (2021).

Objects to paragraph 2 where it has a requirement of 20% Biodiversity Net Gain (BNG). Government guidance says is a requirement of at least 10% BNG on site. This paragraph must be removed to reflect both national guidance and the Environment Act (2021) – Schedule 7A Part 1 para 2(3) and Schedule 2a para 3(2).

Noted 20% is requested where it is ‘feasible and effective.’ Given the request is 10% higher, than that required by national policy, the development industry will seek exemptions with the focus being scheme viability. This is unnecessary and onerous for a requirement set nationally.

Policy H/CB: Self and Custom Build Homes

Representation ID: 214391

Received: 24/09/2026

Respondent: Gladman Developments

Representation Summary:

Policy requires developments of 20 or more dwellings to provide at least 5% self or custom build plots. Suggested policy is amended to a ‘sliding scale’ for the percentage of such dwellings per site (lower percentage on larger schemes) or the threshold of 20 units increased to in the region of 70 units.
Disagree with policy paragraph 3a. Concur with 12-month turnaround to sell self or custom build plots, but if not sold they should be open market plots, not to registered providers as affordable dwellings, and will be a need to draw up revised legal agreements causing unnecessary delays, costs and officer time.

Chapter 2: Development strategy

Representation ID: 214392

Received: 24/09/2026

Respondent: Gladman Developments

Representation Summary:

This representation relates to a site submission (HELAA Reference 40343: Land South of Back Road, Linton)

Gladman is promoting this SHLAA Site 197 for a residential scheme of 75 homes and associated infrastructure. The 3.97-hectare site, currently subject to a planning application (26/01304/OUT), is well-related to the existing settlement edge, sustainably located within easy walking and cycling distances of local facilities and the public transport network. Linton is designated as a Minor Rural Centre.

This suitable, available, and deliverable site will enable the Council to meet the need for new homes in the immediate five-year period, confirming there is no known physical, environmental, legal or ownership restriction impeding delivery. On this basis, the site should be allocated for residential development.

Chapter 2: Development strategy

Representation ID: 214398

Received: 24/09/2026

Respondent: Gladman Developments

Representation Summary:

Gladman is promoting Land off Balsham Road, Linton for residential development, and is subject to planning application 26/02429/OUT for 65 dwellings. The site area is 7.70 acres, east of the settlement which benefits from a range of services and facilities. Mitigation will be implemented ensuring no significant adverse effects on ecology and can achieve 10% biodiversity net gain.
Its SA score (reference 40336), the negative was Objective 8 (Efficient use of land) which Gladman disagrees with, as making the site available for residential development is appropriate given the location in the settlement, the settlement itself, and the site’s limited constraints, and, given its small-medium size, will greatly assist with the housing supply in the early years of the local plan.

Chapter 2: Development strategy

Representation ID: 214428

Received: 24/09/2026

Respondent: Gladman Developments

Representation Summary:

Gladman are promoting Land off Whitecroft Road, Meldreth for residential development, can deliver around 85 homes and relevant infrastructure. The site is approximately 6.0 acres, and commutable to larger settlements, near transport links including rail.

As more small-medium sites are needed, this site in Meldreth should be reconsidered for residential allocation to ensure there is no risk to the housing need not being met over the plan period and assist with the 5-year housing land supply. Additionally, the site lies within reasonable distance to a railway station in a confirmed top 80 Travel to Work Area, thus NPPF (2026) Section S5 paragraph 1h can be partially applied.

Chapter 2: Development strategy

Representation ID: 214436

Received: 24/09/2026

Respondent: Gladman Developments

Representation Summary:

Gladman are promoting Land off Station Road, Over for residential development, a 8.6 acres capable of delivering around 70 homes and relevant infrastructure, an application being submitted in due course.
Located to the west of the settlement, ‘in-filling’ within Station Road and New Road. Its strong transport links, size and overall location make the site an ideal residential prospect for the draft local plan and for Over.
No notable constraints for the site and, given small-medium sites are needed, this site should be reconsidered for allocation to ensure there is no risk to the housing need not being met over the plan period, and assist the 5-year housing land supply.
