The draft policy relating to the protection of open spaces is weak as it allows the relocation of environmental benefit under certain circumstances. The basis for these circumstances is unclear as is the criterion for any relocation. The environmental aspect of a protected open space is inherent to the space itself thus the concept of relocation is unrealistic. In practice relocation of an open space destroys its environment benefit.
