Greater Cambridge Local Plan: Proposed Submission
Chapter 4: Climate change
Respondent: Hobson's Conduit Trust
Representation Summary:
The plan is unsound because development envisaged is not made conditional on the delivery of water supplies from Grafham Water (2032?) and the Chatteris (Fens) Reservoir (2016?). Water targets for housing require changes in national legislation and regulations.
The plan is also unsound because at Policy S/CBC 22 c. an attempt is made to make occupation of any major development on Phases 3 and 4 of the Biomedical Campus conditional upon CSET Phase 2 scheme being in place. This is wrong. The CSET Phase 2 scheme as proposed is not located to conveniently serve Phases 3 or 4.
Change suggested by respondent:
The plan should be explicit that housing growth into and beyond 2032 must be conditional on delivery of 25 m litres per day drinking water to the CWC supply area via the new pipeline from Grafham Water, and into and beyond 2036 conditional on delivery of supply to the CWC area of 35 m litres per day from the Chatteris Reservoir to undo environmental damage, and avoid further damage.
There should be more explicit acknowledgement that water consumption targets require legislative change, and without that will be unrealistic and unachievable.
Re Policy S/CBC 22 c. the wording 'temporary sustainable transport measures ...' should be replaced with the words 'interim sustainable transport measures via the Southern Gateway access road...' Note that CSET is not a funded scheme and has not passed a required Public Inquiry.
