Greater Cambridge Local Plan: Proposed Submission

Policy S/C/NCA: North Cambridge Academy, 108, Arbury Road

Representation ID: 213347

Received: 25/09/2026

Respondent: Sport England

Legally compliant? Yes

Sound? No

Representation Summary:

Sport England raises soundness concerns regarding potential loss of playing field to housing. To address this the policy should require any playing field lost to residential or other non-sporting development to be replaced by equivalent or better provision in terms of quantity, quality and accessibility. Sport England recommends appropriate phasing to ensure replacement facilities are available before existing provision becomes unavailable. Where this cannot be achieved, suitable transitional arrangements should maintain continuity for existing sporting users. Modifications are proposed for criteria 3 so it applies to sport provision proposed only and explicitly refers to playing fields.

Policy S/C/BRN: Land at Barnwell Road and Newmarket Road

Representation ID: 213356

Received: 25/09/2026

Respondent: Sport England

Representation Summary:

Sport England's Representation: Recommend Modification
Sport England notes that the policy requires re-provision of the bowls club; and re-provision of the Multi-Use Games Area.
Recommended Modification
Replace/revise criteria f as follows: "Re-provision on-site or within the immediate local area of the existing bowls club and multi-use games area of an equal or enhanced quality
Reason: The term “quality” provides greater clarity than “standard” and makes explicit that replacement provision must be of an equivalent or better quality than the provision being lost.

Policy S/C/OPK: Parcel Com4, Orchard Park

Representation ID: 213396

Received: 25/09/2026

Respondent: Sport England

Representation Summary:

I am aware planning permission 22/01623/FUL has been granted and development is underway. I note the Orchard Park Design Guidance SPD, adopted in March 2011, designated the playing field as public open space. Before approving its loss, I believe the implications should have been assessed against national planning policy and playing field needs. If the field wasn’t surplus, replacement provision or mitigation should have been secured. Since development is underway, I accept the Local Plan can’t change the permission, but the loss should inform future playing field provision assessments in the Playing Pitch Strategy.

Policy S/AMC/EB: East Barnwell Area of Major Change

Representation ID: 213400

Received: 25/09/2026

Respondent: Sport England

Representation Summary:

Sport England notes that planning permission 23/04687/FUL has been granted for redevelopment of the site. The permission includes replacement sports provision to mitigate the sporting facilities affected by the redevelopment. Reference to the planning permission demonstrates that the loss of the existing sporting provision has been assessed against national policy and that replacement mitigation has been secured.

Policy BG/PO: Protecting open spaces

Representation ID: 213419

Received: 25/09/2026

Respondent: Sport England

Legally compliant? Yes

Sound? No

Representation Summary:

I support Policy BG/PO’s approach to protecting open space, particularly the requirement for equivalent replacement if open space is lost. I welcome the safeguard ensuring replacement provision is available before redevelopment. However, I have concerns about criterion 3, which permits development on school grounds if it meets an educational need, potentially undermining national policy protections for playing fields. I recommend deleting criterion 3 to ensure consistency with national policy, as the Playing Pitch Strategy highlights deficits in playing field provision. Without this change, educational need could override protections for existing open space and sports facilities and conflict with national policy.

Policy BG/EO: Providing and enhancing open spaces

Representation ID: 213432

Received: 25/09/2026

Respondent: Sport England

Representation Summary:

I support the principle that new developments should address their open space needs through on-site provision or financial contributions. However, I recommend separating playing field provision from general open space standards, as they have specific requirements. The Playing Pitch Strategy and Calculator should guide provision, ensuring it meets local sporting needs. Off-site contributions should align with the Playing Pitch Strategy to address identified requirements. I suggest adding a 'Playing Fields' section to Policy BG/EO to clarify this approach.

Policy WS/NC: Meeting the needs of new and growing communities

Representation ID: 213440

Received: 25/09/2026

Respondent: Sport England

Representation Summary:

Sport England supports criterion 7, particularly the requirement for residential development to contribute towards indoor and outdoor sports facilities, including ancillary provision, informed by the relevant sports evidence base. Sport England recommends that contributions reflect the scale, location and sporting needs generated by development. Where justified, off-site contributions should be directed towards publicly accessible provision that addresses those identified needs. For playing pitches, the Playing Pitch Strategy should provide the principal evidence base, supplemented by Sport England’s Playing Pitch Calculator where appropriate, rather than reliance on generic open-space standards.

Policy WS/CF: Community, sports, and leisure facilities

Representation ID: 213464

Received: 25/09/2026

Respondent: Sport England

Legally compliant? Yes

Sound? No

Representation Summary:

Policy WS/CF's overall approach to community sports and leisure facilities is supported. Requirements for new or enhanced facilities to meet local needs and improve accessibility is supported. Likewise the need for robust assessments when replacing facilities, using tools like the Facilities Planning Model, is supported. However, we have concerns about criteria 4-6 regarding playing fields. Criterion 5(a) should be amended to ensure it doesn't create broader exceptions than national policy, and it should clarify that school playing fields aren't surplus just because educational needs are redundant. These changes would ensure consistency with national policy and provide certainty for sports provision.

Chapter 1: About the Plan

Representation ID: 213471

Received: 25/09/2026

Respondent: Sport England

Legally compliant? Not specified

Sound? Not specified

Representation Summary:

Sport England object to the Local Plan's reliance on the PPS as an evidence base. The PPS lacks robustness and deliverability, with unresolved issues in evidence, modelling, and strategy. Key concerns include unreliable data, insufficient strategic framework, unsecured provision, and inadequate spatial and delivery detail. Until such issues are addressed and the PPS is revised with a clear, deliverable action plan, Sport England cannot support its inclusion as an evidence base for the Local Plan. Sport England's objection can be overcome through the satisfactory amendment and completion of the PPS and its Strategy and Action Plan.
