Greater Cambridge Local Plan: Proposed Submission

Policy S/JH: New jobs and homes

Representation ID: 213654

Received: 25/09/2026

Respondent: Peter Norman, Roy Cowell and Sarah Thompson

Legally compliant? Yes

Sound? No

Representation Summary:

We object to Policy S/JH because it relies on a conservative growth scenario that insufficiently accounts
for Greater Cambridge’s economic and housing needs. National policy allows authorities to plan for
housing above standard method requirements where growth ambitions and infrastructure investment
justify it. Cambridge is a nationally significant growth area, supported by explicit policy direction and
significant infrastructure investment. The Local Plan should reflect the higher-growth scenarios identified
in the EHNU 2026, to increase housing provision, improve affordability, reduce unsustainable commuting
and better align housing delivery with anticipated employment growth.

Legally compliant? Yes

Representation Summary:

We object to the Proposed Submission GCLP’s reliance on a small number of major strategic allocations,
particularly Cambourne North and Grange Farm. We contend that their delivery depends on significant
infrastructure that remains uncertain or unfunded. This creates a substantial risk to housing delivery in
the first half of the plan period. We query the limited proportion of growth directed to rural settlements
and the absence of allocated small and medium-sized sites. A more balanced distribution of
development across villages and sustainable rural locations would improve housing choice, support local
communities and services, and provide greater flexibility and delivery certainty.

Policy S/MO: Monitoring

Legally compliant? Yes

Representation Summary:

The proposed monitoring and intervention mechanisms are reactive and unlikely to address housing
under-delivery in a timely manner. Annual monitoring risks delays in identifying and responding to
emerging shortfalls, as evidenced by the increasing number of speculative applications and appeals
arising from delayed delivery of existing allocations. Many proposed strategic sites are dependent on
significant infrastructure and are likely to experience long lead-in times. To ensure a robust and flexible
housing supply, the GCLP should allocate additional sustainable and deliverable sites capable of
contributing to housing delivery within the first 10 years of the plan period.

Chapter 2: Development strategy

Representation ID: 213673

Received: 25/09/2026

Respondent: Peter Norman, Roy Cowell and Sarah Thompson

Agent: Bidwells

Legally compliant? Yes

Sound? No

Representation Summary:

This representation relates to a site submission (HELAA ref [40468]: [Land off Priest Lane, Willingham])

Whilst we do not object to housing in principle we object to the draft emerging local plan’s over-reliance
on large, infrastructure-dependent sites and failure to allocate smaller, sustainable rural sites like Land
South of Priest Lane, Willingham. Separate representations have been made to draft policy S/DS as part
of this consultation. The Site is able to make any necessary improvements to local or national
infrastructure arising through the proposals and provides a sustainable location for needed residential
development. Allocating this Site for residential development would support the delivery of homes in a
highly sustainable location.

Housing Land Supply
A Technical Note has been prepared by Bidwells LLP to assess the timescales on the planning process and delivery rates of historic strategic housing sites across Greater Cambridge. The analysis undertaken in this report has relied as fully as possible upon data within publicly available Annual Monitoring Reports and Housing Land Supply reports of Cambridge City Council and South Cambridgeshire District Council. A key trend that has been identified is that the Councils have consistently anticipated housing delivery on the large strategic residential sites to be sooner than has proved to be the case and at a delivery rate higher than has been the case.
There are nine sites reviewed within this Note. Seven of the sites have delivered housing completions but, on average, there has been a delay of 4.9 years from when the Planning Authority first anticipated housing completions and when they actually happened. This leaves two sites that have not delivered any housing completions (Darwin Green Phases 2 and 3 and Bourn Airfield) despite them both forming allocations in respective local plan documents as far back as 2006 and 2018. Darwin Green is one such example therefore that highlights the over optimism that has been set into historic plan making in Greater Cambridge.

Policy S/DS Development Strategy
The scale of the insufficiency of the supply in the GCLP is truly exceptional by reference to that which has arisen in other Local Plans. As such, significant additional work will be required prior to the submission of the GCLP to identify the necessary additional allocations in order for the GCLP to be found sound. The supply of either 46,687 homes or 52,032 homes is insufficient to support local and national economic growth which requires the delivery of at least 59,409 homes according to the CPCA or to provide sufficient headroom to meet even the proposed insufficient housing requirement. As such, the GCLP as drafted will not meet the full objectively assessed need for housing contrary to the requirements of paragraphs 11 and 23 of the NPPF. It will clearly be necessary to allocate additional sites to provide a substantial number of additional homes to have any prospect of meeting the proposed insufficient housing requirement or the economic need as required by paragraphs 11 and 23 of the NPPF.

Representation Summary:

Policy DS/JH New Jobs and Homes - Housing Land Supply
In light of the available evidence, this will necessitate a requirement of at least 59,409 homes over the plan period to support the local and national economy, rather than the proposed insufficient housing requirement of 48,069 homes which falls short of meeting even the minimum local housing need and pays no regard to the level of housing necessary to support the local and national economy. As such, the proposed housing requirement of just 48,069 homes in the GCLP which reflects the minimum identified by the standard method will clearly act to constrain the economic ambitions of the Local Growth Plan contrary to paragraph 86d of the NPPF.
The fact that the GCLP is not planning for the level of growth necessary to support the economic ambitions of the Local Growth Plan, which align with the economic objectives of the government is underlined by the fact that the Employment and Housing Needs Update does not even consider the Oxford Cambridge Arc or the Local Growth Plan. Instead, it has been developed on the basis of standard economic forecasts which are inevitably trend-based and so do not account for economic potential of the area as is necessary to align with local and national economic ambitions.
