Greater Cambridge Local Plan: Proposed Submission
Policy S/GF: Land adjacent to A11 and A1307 at Grange Farm
Respondent: SAVE Abington Village Environment (SAVE)
Agent: Abington Residents Group
Representation Summary:
SAVE objects to Policy S/GF and requests deletion of the Grange Farm allocation. Our submission is based on two attachments: “SAVE_Reg_19_Comment_on_Policy_S_GF_Final” and “SAVE_Grange_Farm_Legal_Procedure_Soundness_Final”. We consider S/GF has not been demonstrated to be justified, effective or consistent with national policy. Our concerns include its late emergence and changing boundaries, Sustainability Appraisal and reasonable alternatives, landscape and heritage harm, development capacity, transport and CSET dependencies, water and infrastructure requirements, deliverability, and community participation. Taken cumulatively, too many fundamental and interdependent matters remain unresolved or deferred. SAVE requests participation in relevant examination hearings to address these matters directly.
Change suggested by respondent:
SAVE asks the Inspector to consider not only whether Policy S/GF is sound as submitted but whether the deficiencies identified are realistically capable of being remedied through Main Modifications.
Main Modifications should not become a substitute for substantial plan preparation, strategic investigation and evidence gathering which ought properly to have informed the decision whether to allocate the site.
If demonstrating the soundness of Grange Farm requires substantial new technical work and reconsideration of the planning judgment which led to its selection, SAVE submits that the appropriate remedy is deletion of Policy S/GF, rather than reconstruction of the evidential basis for the allocation during examination.
