Greater Cambridge Local Plan: Proposed Submission

Varrier-Jones Foundation objects on the basis that the Cambourne North Strategic Enhancement Area proposed landscape buffer is not supported by detailed assessment and therefore cannot be regarded as justified or based on proportionate evidence. The designation may also prejudice future sustainable development opportunities on smaller sites adjacent to Papworth Everard, especially in the context of concerns regarding the Local Plan’s reliance on large strategic allocations. Whilst supporting the Cambourne to Cambridge public transport corridor in principle, no approach has been made to the Foundation as the relevant landowner to extend the route to Papworth Everard, raising questions over deliverability.

We object to Policy S/JH because it relies on a conservative growth scenario that insufficiently accounts for Greater Cambridge’s economic and housing needs. National policy allows authorities to plan for housing above standard method requirements where growth ambitions and infrastructure investment justify it. Cambridge is a nationally significant growth area, supported by significant infrastructure investment including East West Rail, Cambridge South Station, the Cambourne to Cambridge Busway, CSET. The Local Plan should reflect higher-growth scenarios identified in the EHNU, increase housing provision, improve affordability, reduce unsustainable commuting and better align housing delivery with anticipated employment growth.

VJF objects to the Local Plan’s reliance on a small number of major strategic allocations, arguing that their delivery depends on significant infrastructure that remains uncertain or unfunded. It contends this creates a substantial risk to housing delivery in the first half of the plan period. The representation also criticises the limited proportion of growth directed to rural settlements and the absence of allocated small and medium-sized sites. It argues that a more balanced distribution of development across villages and sustainable rural locations would improve housing choice, support local communities and services, and provide greater flexibility and delivery certainty.

The Greater Cambridge Housing Need and Supply Matters (Bidwells, 2026) outlines concern on the reliance of the Local Plan on a few strategic sites, and highlights the need for more small and medium sites in the first part of the plan period. Of these, some should be allocated in the Rural Area in order to support vitality and viability of local services, as well as offer choice for young people within their existing support networks. This also serves to provide more small and medium sites in the first part of the plan period while infrastructure for strategic sites is delivered.

VJF considers the Local Plan should adopt more ambitious employment growth assumptions to reflect Greater Cambridge’s economic potential and the significant public investment being directed towards the area. Employment growth should be supported across a wider range of locations, including the Rural Area, to promote sustainable commuting patterns and support local communities. Land east of Stirling Way, Papworth Everard (HELAA 40429) is a deliverable employment allocation adjacent to the existing business park. The site is presented as a logical and landscape-led extension capable of meeting future business demand whilst delivering wider community benefits.
