Not only the local infrastructure needs of a proposed development should be considered, but also the cumulative impact on the movement of people and goods within and beyond the area due to development sites across and beyond Greater Cambridge. Many parts of Cambridgeshire are transforming from rural towards urban, with overcrowded green areas and conflicts of use on roads and paths. Developers have fallen behind on delivering infrastructure and closer monitoring and action on this is needed. The Plan must robustly ensure the future capacity, safety, connectivity and recreational quality of the access network.
