Greater Cambridge Local Plan: Proposed Submission
Policy S/GF: Land adjacent to A11 and A1307 at Grange Farm
Respondent: Pampisford Estate Farms Limited
Agent: No. 6 Developments
Representation Summary:
The Pampisford Estate supports the principle of the Grange Farm allocation, its scale, location and mix of uses, but has concerns relating to parts of Policy S/GF and Figure 68. The key issues are: the lack of justification for the substantial setback from the northern boundary and consequently the eastern boundary being increased thereby extending beyond the eastern ridge; lack of policy commitment for a new northern A11 access; unrealistic interim CSET service levels; and the explicit Grafham Water link connection thereby removing the ability to allow alternative water supply options to be considered.
Change suggested by respondent:
- Amendments to the Spatial Framework diagram (Figure 68) to appropriately reduce the buffer to the northern boundary along with the moving of the development edge further west along the eastern boundary to avoid encroachment on the ridge thereby protecting the wider views.
- A greater commitment to be set out in the policy for the inclusion of a new northern vehicular access on/off the A11.
- Reduction to 23.c. to reduce the level of prescription on the service level to allow an acceptable level of service provisions to support an early phase or phases, recognising and supporting the desire to embed sustainable travel habits from early phases of development.
- Revisions to paragraph 30 to be able to allow consideration of interim solutions and remove the limitation to development coming forward.
