Policy BG/UGF: Urban greening factor
Representation ID: 213084
Received: 24/09/2026

Legally compliant? Yes
Sound? No
The use of Urban Greening Factor (UGF) is supported, however the proposed minimum scores should be accompanied by explicit interfaces with Biodiversity Net Gain (BNG) and open space policies to avoid duplication or double-counting. The distinction between UGF, BNG and off-site green infrastructure contributions should be clarified. Concerns are also raised as to whether the UGF requirements have been adequately considered within the Viability Assessment. BG/UGF must recognise the important contribution of rooftop solar PV combined with green infrastructure proposals. BG/UGF requires amendment to ensure it is justified, deliverable, and appropriately aligned with other policy obligations.

Policy WS/HS: Pollution, health and safety
Representation ID: 213098
Received: 24/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners
Agent: Bidwells
Legally compliant? Yes
Sound? No
WS/HS is unsound as it is not effective. The policy requires major development proposals to assess the impacts of new external and internal lighting on residential premises, open spaces and the countryside. It also requires certain major and Environmental Impact Assessment developments to provide more detailed lighting impact assessments or strategies. In addition, the policy requires all major and minor planning applications, excluding householder developments, to submit an Air Quality Statement. The objection is that these requirements are overly prescriptive and not justified.

Policy CC/SD: Sustainable development and the climate emergency
Representation ID: 213103
Received: 24/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners
Agent: Bidwells
Legally compliant? Yes
Sound? No
While the proportionate approach in Part 2 is welcomed, CC/SD should provide sufficient flexibility to accommodate changes in climate change policy and good practice over the lifetime of the Plan, recognising that Sustainability Statements will be bespoke and may not need to address all matters listed in Parts 2(a)-(i). Concerns are raised that the requirement to address Net Zero Carbon exceeds national policy requirements and may affect viability and deliverability. The policy is also considered unclear on nature-based solutions, insufficiently tested through the Viability Appraisal, and risks undermining development viability, deliverability and the achievement of objectively assessed needs.

Policy CC/NZ: Net zero carbon new buildings
Representation ID: 213108
Received: 24/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners
Agent: Bidwells
Legally compliant? Yes
Sound? No
Whilst supporting the aspiration to deliver high-performance, low-carbon development, CC/NZ is considered to add significant costs to new development. The space heating demand requirements in Part A and the total energy use intensity targets in Part B align with LETI Net Zero and Passivhaus standards and are considered higher than national standards. Reliance on CIBSE TM54 modelling is considered duplicative. Concerns are raised regarding the capability, cost, supply chain and technical delivery implications for housebuilders, and the lack of robust evidence on viability and deliverability. CC/NZ goes beyond national requirements and should be consistent with national policy and existing standards.

Policy CC/IW: Integrated water management, sustainable drainage and water quality
Representation ID: 213116
Received: 24/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners
Agent: Bidwells
Legally compliant? Yes
Sound? No
The requirement in Part 6(a) for development proposals to demonstrate that there is capacity for wastewater treatment and adequate wastewater conveyancing infrastructure is inappropriate, as water companies are subject to statutory duties to provide and maintain the necessary infrastructure and developers should not be required to address failures to upgrade infrastructure. Responsibility for planning future water services should rest with water companies, local authorities and the Environment Agency. The policy is also considered inconsistent with national policy, which states that planning decisions should assume separate pollution control regimes will operate effectively.

The proposed requirement to uplift the mandatory minimum to 20% BNG for major development is not adequately justified and is inconsistent with national policy. The uplift is not supported by a robust evidence base and it is unclear whether it has been factored into the Viability Assessment, with the potential to significantly increase development costs and render development unviable and undeliverable. The Environment Act (2021) provides a statutory requirement for 10% BNG, and there is no evidence demonstrating the exceptional circumstances required to justify 20% BNG. The policy should instead require qualifying developments to achieve 10% BNG.

Policy BG/TC: Tree cover and the tree population
Representation ID: 213128
Received: 24/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners

Legally compliant? Yes

Policy BG/TC is unsound as it is not effective. The policy should provide greater flexibility by requiring an Arboricultural Impact Assessment where appropriate and ensuring retained trees and hedgerows are integrated into the development design where possible. In the Cambridge context, where sites are often constrained and development viability is already heavily influenced by multiple policy requirements, it is important that the policy does not compromise scheme deliverability and the ability of the Local Plan to be implemented as intended.

Policy H/SS: Residential Space Standards and accessible homes
Representation ID: 213143
Received: 24/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners
Agent: Bidwells
Legally compliant? Yes
Sound? No
H/SS is considered unduly rigid and imposes fixed minimum private amenity space requirements for all dwellings. Concerns are raised that the balcony requirements in Part 4(e) do not sufficiently reflect site context and surroundings. The private external amenity space requirements in Parts 4(g) and 4(h) are considered unduly onerous, unachievable for some apartments, and go beyond the requirements of the Building Regulations. Part 6 is also considered onerous, as the blanket NDSS/Cat2 requirement can impact place making, increase unit sizes and price first-time buyers out of the market.

Policy H/HM: Housing Mix
Representation ID: 213145
Received: 24/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners
Agent: Bidwells
Legally compliant? Yes
Sound? No
H/HM does not enable the ability to respond to market demands and there is insufficient evidence demonstrating that the specific percentages set out are justified across different market areas, settlement types, tenure types, or varying site constraints. While Part 4 requires proposals to be supported by a mix that takes into account local character, built form and up-to-date evidence of housing need, it is argued that up-to-date evidence should only be required to inform the affordable housing mix provision. The policy should support a flexible, market led approach to market housing provision where affordable housing requirements are met or exceeded.

Policy S/HHR: Land between Huntingdon Road and Histon Road (Darwin Green), Cambridge
Representation ID: 213282
Received: 25/09/2026
Respondent: Barratt David Wilson Homes and the North West Cambridge Consortium of Landowners
Agent: Bidwells
Legally compliant? Yes
Sound? No
While the continued allocation of Darwin Green is supported, minor changes to the wording of S/HHR is requested to ensure the Plan is clearly written, unambiguous and sufficiently flexible over the plan period. The proposed changes relate to education uses, retail provision, movement, transport and lifespan requirements. Concerns are raised that the reference to a food store of approximately 2,000m² is overly prescriptive and no longer reflects current market conditions. Further amendments are sought to remove unnecessary duplication in transport requirements, refer to a Site Wide Phasing Plan, and remove requirements that already form part of the Validation Checklist.
