Greater Cambridge Local Plan: Proposed Submission
Policy I/ST: Sustainable transport and connectivity
Representation ID: 212620
Received: 23/09/2026
Respondent: Cambridge Area Bus Users
Legally compliant? Yes
Sound? No
Policy I/ST is not effective because it does not clearly provide for planning obligations or CIL to fund ongoing public transport services (as distinct from public transport infrastructure) and shared transport services. This is important because the Plan relies on substantial increases in sustainable travel to accommodate growth without severe residual cumulative impacts on the road network. Yet it identifies no new revenue funding to support expanded bus and shared transport services over the long term. Policy I/ST should therefore establish a clear mechanism for securing ongoing service funding through planning obligations and CIL.

Policy I/ST: Sustainable transport and connectivity

Legally compliant? Yes

Policy I/ST is unsound because it is not effective. The Plan depends on increased bus use to reduce reliance on the private car, however Policy I/ST does not set sufficiently clear requirements to ensure residential development is designed from the outset to enable safe, direct and efficient bus services, including high-frequency services where needed. Without such requirements, development may constrain effective bus routes and services, making the Plan’s intended modal shift and reduction in car reliance less achievable. The policy thereby fails to provide an effective mechanism for delivering the transport outcomes on which the Plan depends.

Policies S/CBN, S/CB, S/GF, S/NST, S/WNT, S/BA and S/CE are neither effective nor justified. They won’t ensure bus services operate daily, with long operating hours and high frequencies at peak times from first occupation, therefore they won’t bring about the high-quality services required for bus travel to be a genuine option. A busway alone will not make bus travel viable. These policies also don’t secure the high-quality public transport provision that forms part of the Plan’s transport evidence. Bus travel must be a genuine option for the roads to accommodate the Plan’s growth.

Policy S/GF: Land adjacent to A11 and A1307 at Grange Farm
Representation ID: 212628
Received: 23/09/2026
Respondent: Cambridge Area Bus Users
Legally compliant? Yes
Sound? No
The Plan is not sound because Policy S/GF is not effective and the allocation of Grange Farm is not justified. The allocation depends on CSET Phase 2 and its extension to Grange Farm, but the Plan has not demonstrated that these critical infrastructure schemes are fully funded and deliverable when required. This risks greater car dependency and additional pressure on the road network. The Plan also fails to address the longer-term implications of committing to CSET, including on potential future Haverhill–Cambridge rail. Reasonable alternatives adjoining Cambridge should be reassessed using realistic densities and evidence-based sustainable transport assumptions.

Legally compliant? Yes

The Plan is unsound because it is neither justified nor effective. Its transport strategy depends significantly on modal shift to buses, but existing congestion causes substantial and unpredictable delays, undermining bus reliability, attractiveness and the ability to provide the modal shift assumed. The proposed busways do not extend far into Cambridge, where buses will remain subject to general traffic. Congestion also increases the operating costs of providing additional bus services. The Plan therefore needs evidence demonstrating that its proposed measures can deliver the required mode shift and network capacity, including effectively managing and reallocating road space to buses.

Chapter 10: Infrastructure

Legally compliant? Yes
Sound? No
The Plan is unsound because it is neither effective nor justified. The Transport Evidence Report (TER) concludes that the development strategy can be accommodated only if “mitigation commensurate with the city access proxy within the model runs is delivered”. However, neither the Plan nor the accompanying Transport Strategy identifies measures commensurate with City Access. This creates a fundamental gap between the proposed growth and the mitigation required to accommodate it. The Plan cannot demonstrate that the road network can accommodate its growth unless it identifies measures capable of delivering the scale and nature of the mitigations required by the TER.

Chapter 10: Infrastructure
Representation ID: 212640

Respondent: Cambridge Area Bus Users
Legally compliant? Yes
Sound? No
The Plan is neither justified nor effective as its transport evidence is not sufficiently robust, up-to-date or complete to demonstrate that the proposed development strategy is deliverable. The Transport Evidence Report (TER) relies on the CSRM model despite the emergence of a newer model that is being used in other Plan evidence. The TER’s 2041 baseline includes major transport interventions which may not be delivered before 2041, particularly City Access or an equivalent scheme. The TER also acknowledges that further work is required to refine its mitigation package. The Plan therefore lacks sufficient evidence to demonstrate effective transport mitigation.

The Plan is neither effective, nor justified. It relies on increasing bus travel to accommodate growth on the transport network, however, together with the accompanying Transport Strategy, it fails to address the insufficiency of revenue funding for the routes and services residents will need for bus travel to be a genuine alternative to car travel. The Plan must identify interventions to raise ongoing revenue funding for buses so that there can be the new routes, higher frequencies, longer operating hours and more weekend services residents need for the duration of the Plan. Government funds and S106 contributions are insufficient.
