Policy J/AW: Affordable workspace and creative industries

Representation ID: 214455

Received: 25/09/2026

Respondent: Henry Boot Developments Limited

Agent: Twenty5 Planning Ltd

Legally compliant? No

Sound? No

Representation Summary:

HBD objects to Policy J/AW on the basis that it is not justified, effective or sufficiently flexible. The policy imposes a blanket requirement for 10% affordable workspace within all qualifying E(g)(iii), B2 and B8 developments, despite limited evidence demonstrating
that such an approach is appropriate across all employment sectors and locations. Particular concerns arise for specialist schemes such as AvTech, where operational requirements may make on-site affordable workspace unsuitable. The policy also raises significant viability concerns when considered alongside CIL, BNG, net zero and infrastructure obligations. A more targeted, scheme-specific approach is required, taking account of demonstrated need, operational suitability, viability and cumulative development costs.

Policy BG/UGF: Urban greening factor

Representation ID: 214461

Received: 25/09/2026

Respondent: Henry Boot Developments Limited

Agent: Twenty5 Planning Ltd

Legally compliant? No

Sound? No

Representation Summary:

HBD supports the principle of urban greening but objects to Policy BG/UGF's blanket requirement for all major commercial development to achieve an Urban Greening Factor (UGF) score of 0.3. The policy is inconsistent with Natural England guidance, which recommends targeting UGF to locations where urban greening is a significant planning issue rather than applying it universally. The Local Plan has not demonstrated why a fixed score is justified across all development types and site contexts. The requirement may create unnecessary constraints on greenfield sites that already provide substantial
landscaping, green infrastructure, biodiversity enhancements and SuDS. The policy should therefore be targeted and proportionate.

Policy BG/BG: Biodiversity and geodiversity

Representation ID: 214465

Received: 25/09/2026

Respondent: Henry Boot Developments Limited

Agent: Twenty5 Planning Ltd

Legally compliant? No

Sound? No

Representation Summary:

HBD supports the objective of enhancing biodiversity through development but objects to Policy BG/BG's requirement for all major developments to deliver a minimum 20% Biodiversity Net Gain (BNG). The policy exceeds the statutory 10% BNG requirement without sufficient evidence demonstrating why a higher local target is necessary, justified or deliverable. Concerns are also raised regarding the cumulative impact of the requirement when considered alongside affordable housing and workspace obligations, CIL, net zero carbon standards, water efficiency measures and other planning
contributions. HBD therefore seeks amendments to require the statutory 10% BNG minimum, with 20% retained as an aspirational target pending viability testing.

Policy S/AMC/IWM: Imperial War Museum, Duxford (inc. AvTech 1) Area of Major Change

Representation ID: 214466

Received: 25/09/2026

Respondent: Henry Boot Developments Limited

Agent: Twenty5 Planning Ltd

Representation Summary:

Support is given to the proposed Area of Major Change and Policy S/AMC/IWM, which appropriately recognises IWM Duxford as a special case and supports aviation-related employment through the proposed AvTech development. The policy correctly acknowledges the site's unique mix of museum, educational, commercial and aviation uses and the role of AvTech in supporting the long-term sustainability of the museum. However, amendments are sought to the masterplan requirement to provide greater flexibility and avoid creating unnecessary dependence on the wider IWM estate masterplan. The proposed IWM LAB and AvTech scheme is being comprehensively planned and should be capable of progressing independently.
