Policy S/SH: Settlement hierarchy

KWA Architects supports Policy S/SH but considers it has not been applied consistently in allocating strategic housing. Sawston is identified as a Rural Centre and one of Greater Cambridge’s most sustainable rural settlements, yet Site 40509 remains unallocated while significant housing is proposed in lower-order settlements including Duxford, Highfield Caldecote and Melbourn. KWA has identified discrepancies in the HELAA assessments and proposed a reduced boundary for 40509 to address its relationship with the settlement edge. The Council has not demonstrated why 40509 is unsuitable or how the revised proposition was considered. Policy S/SH is therefore not justified or positively prepared.

Chapter 3.4: The rural southern cluster

Policy S/RSC is unsound because the selection of RSC sites and exclusion of HELAA Site 40509 at Sawston are not adequately justified. The materially reduced 40509 site has not been demonstrated to have been reassessed against the same criteria as allocated sites. KWA considers the 2026 Green Belt assessment misapplies Purposes 2 and 3, as the site adjoins the Sawston settlement and CSET corridor and does not form a fragile settlement gap. Changed circumstances, including H/1C development and CSET progression, further alter its context. The Council has not demonstrated why 40509 is less appropriate than sites selected in lower-order settlements.

Policy S/RSC/MF: Land at Maarnford Farm, Hunts Road, Duxford

We object to Policy S/RSC/MF as the exclusion of Site 40509 at Sawston lacks proper justification. The site was assessed favourably in the HELAA process, with comparable or better ratings than allocated sites, and its reduced boundary now aligns better with existing development. The Council’s Green Belt assessment of the site is incorrect regarding Purposes 2 and 3, and the spatial context has changed with nearby developments. While not suggesting S/RSC/MF’s removal, we argue Site 40509 should be included to enhance housing supply resilience in a sustainable location. The exclusion undermines the transparency and consistency of the site-selection process.

Policy S/RSC/SBR: Land South of Babraham Road, Sawston

KWA Architects considers Policy S/RSC/SBR unsound insofar as it allocates approximately 280 homes at Sawston while excluding the substantially smaller Site 40509 immediately to the east of H/1C. The Council recognises Sawston as a sustainable Rural Centre and supports significant edge-of-settlement development, yet has not explained why the same principles do not apply to 40509. KWA considers the revised site boundary, progression of H/1B and H/1C, CSET corridor and changed spatial context require reconsideration. KWA also disputes the 2026 Green Belt assessment for Purposes 2 and 3. Including approximately 24 homes would provide additional housing delivery and resilience.

I support allocating rural sites for housing and employment but disagree with Policy S/RRA, as it lacks consistent application of sustainable site selection principles. While most rural sites meet good transport access and Green Belt considerations, Site 40509 in Sawston—an adjoined Rural Centre—was improperly assessed. Its reduced size and strong settlement ties weren’t reflected in the Green Belt evaluation, overstating its impact. The policy’s balancing of rural allocations risks excluding sustainable small sites like this one, which could provide 24 homes without displacing others. The Council must better justify how it applies its principles consistently across all sites.

Policy S/RRA/ML: The Moor, Moor Lane, Melbourn

KWA considers Policy S/RRA/ML unsound insofar as it allocates 20 dwellings at The Moor, Melbourn, while excluding Site 40509 adjoining Sawston, a higher-order Rural Centre. KWA does not object to S/RRA/ML but considers the Council has not demonstrated a consistent comparative approach to site selection. Site 40509 has a strong relationship with Sawston. Its reduced boundary creates a more contained development opportunity aligned with existing and planned development. KWA considers the 2026 Green Belt assessment for Purposes 2 and 3 requires reconsideration. Up to 24 additional homes would provide modest additional housing supply and resilience in a sustainable rural location.

KWA Architects considers Policy S/RRA/H unsound insofar as it allocates approximately 65 homes at Highfields, Caldecote, while excluding Site 40509 adjoining Sawston, a Rural Centre. KWA does not object to the Caldecote allocation but considers the Council has not applied its site-selection methodology consistently. In particular, KWA identified in January 2026 that 40509 and S/RRA/H received different RAG ratings for noise and vibration despite the same summary, yet 40509 was not reassessed. KWA also considers the 2026 Green Belt assessment for 40509 requires reconsideration. Including up to 24 homes would provide additional housing delivery and resilience in a sustainable location.

I object to Policy S/RRA/CR because allocating around 125 homes at Melbourn, while excluding Site 40509 at Sawston, lacks sufficient justification. The Council hasn’t adequately explained why substantial growth is supported at a Minor Rural Centre while a smaller site adjoining a higher-order Rural Centre remains excluded. Site 40509 meets similar criteria—adjoining Sawston with better services, planned development access, and a revised boundary that fits its surroundings. The Green Belt assessment also requires review, as the site’s limited contributions to its purposes seem overstated. Including 40509 would modestly boost housing supply without undermining other allocations, yet its exclusion remains unjustified.

Policy I/ST: Sustainable transport and connectivity
Representation ID: 213255
Received: 25/09/2026
Respondent: Waterbeach Instruments Ltd
Agent: KWA Architects
KWA Architects supports Policy I/ST and safeguarding the CSET corridor, which provides greater certainty for strategic public transport and active travel infrastructure. This changed transport context should be reflected consistently in site selection, particularly for Site 40509, which adjoins the safeguarded CSET corridor and could integrate with the existing settlement and sustainable transport network. KWA also recommends that CSET infrastructure maximise benefits for pedestrians, cyclists and equestrian users by retaining and enhancing existing rights of way and bridleways. The implications of CSET should therefore inform development site assessments.
