Greater Cambridge Local Plan: Proposed Submission
Policy S/DS: Development strategy
Respondent: Wilson Bowden Developments Limited
Representation Summary:
The Plan is flawed because it relies on strategic allocations requiring significant transport, water and wastewater infrastructure which is outside the Councils’ control. This risks local housing and employment needs not being met. Prospects Royston presents a sustainably located and deliverable opportunity to meet those local needs and provide a substantial sports hub to address playing pitch deficiencies in Royston. It offers greater certainty of delivery earlier in the plan period because it doesn't rely on enabling infrastructure. It should therefore be identified as a reserve site for development should one or more of the strategic allocations not be delivered.
Change suggested by respondent:
The Plan should contain an additional policy, as follows:
A reserve site is identified on the Policies Map in order that it may be utilised, if required, to meet strategic development needs should one or more of the proposed strategic allocations not deliver development as planned within the Local Plan period.
The following principles apply to the reserve site:
a) It is not allocated for development at the present time;
b) Unless and until it is allocated for development, Local Plan policies relating to development in the countryside will apply;
c) Development that would prejudice the future comprehensive development of the reserve site will not be permitted;
d) The status of the reserve site will only change through a review of the Local Plan, following an assessment of development need and the identification of the most appropriate locations for development.
A reserve site is identified on the Policies Map in the following location:
- Land at Prospects Royston, lying immediately north of the A505 and immediately east of the A10 on the edge of Royston.
The Policies Map should accordingly also identify Prospects Royston as a reserve site.
The identification of Prospects Royston as a reserve site will ensure that the Plan will deliver sufficient development to meet local needs over the plan period, thereby meeting the soundness tests in paragraph 36 of the NPPF (December 2024 version).
