Greater Cambridge Local Plan: Proposed Submission
Policy H/MO: Houses in Multiple Occupation (HMOs)
Respondent: Evolution Town Planning
Representation Summary:
The word exceptional should be removed from Part 2 the draft policy and this should be revised as follows:
"Where there is an existing breach of ‘sandwiched’ HMOs and / or an existing continuous frontage of three of more HMOs, the proposal may be supported, where the applicant has demonstrated that the impact of an additional HMO would not cause any harm."

This representation is submitted concerning the draft Policy H/MO: Houses in Multiple Occupation (HMOs).
We support the theme of policy Policy H/MO: Houses in Multiple Occupation (HMOs), which supports the use of properties to provide HMO accommodation. Part 1 of the draft policy includes reasonable stipulations which proposed HMOs should follow.
Part 2 of the proposed policy sets out that existing sandwiched dwellings between HMOs could be considered suitable to be used as HMO in exceptional circumstances. However, this representation objects to the use of the word exceptional. Should a house already be sandwiched, the impact of a further HMO is contained by the use on either side, and no further 'exceptional' circumstances should be required. This is simply a sensible and efficient use of land, which otherwise has the potential to have amenity harm.
Therefore, Part 2 of this Policy should be amended to state:
"Where there is an existing breach of ‘sandwiched’ HMOs and / or an existing continuous frontage of three of more HMOs, the proposal may be supported, where the applicant has demonstrated that the impact of an additional HMO would not cause any harm."
