Uttlesford District Council (UDC) welcomes the opportunity to comment on the Draft Greater Cambridge Local Plan (Regulation 18). As the immediate neighbouring authority to the south, UDC shares a significant functional geography, through the M11 Innovation corridor and a landscape feature to the Northern edge of the district. The two areas are intrinsically linked by critical infrastructure corridors—including the M11 and the West Anglia Mainline and by the shared chalk aquifer that feeds chalk streams in the sub-region.

The Council acknowledges proposed improvements for transit connectivity to Whittlesford Parkway Station but requests that developer contributions also support Uttlesford’s LCWIP improvements, particularly around Great Chesterford Rail Station.
The Council emphasises the need for enhanced public transport connections between the Campus, Saffron Walden, and Great Chesterford, as many residents in these areas are expected to work at the Campus.
While Whittlesford Parkway serves the site, the Council highlights the importance of Great Chesterford Rail Station as a critical transport node for the southern cluster, necessitating appropriate investment.

Policy CC/WE: Water efficiency in new developments

The Council supports Policy CC/WE, aiming for a target of 80 litres per person per day, which aligns with Core Policy 34 of the Uttlesford Local Plan promoting 90 l/p/d.
Greater Cambridge's ambition for a tighter target reinforces a consistent and robust approach across the catchment.
The Planning Inspectors for the Uttlesford Local Plan 2021-2041 deemed this strategy appropriate for addressing serious water stress in their final report dated 16 January 2023.
The Council strongly supports the inclusion of Policy CC/WE and the ambitious target of 80 litres per person per day (l/p/d). The Council is supportive and notes that this aligns with the similar ambition of Core Policy 34 of the Uttlesford Local Plan which promotes the water efficiency standard of 90l/p/d. Greater Cambridges ambition of an even tighter target reinforces this strategic direction and provides a consistent, robust approach across the catchment. The Planning Inspectors for the Uttlesford Local Plan 2021-2041 through their final report (16 January 2026) deemed this an appropriate strategy to address the issue of serious water stress.
