Draft Greater Cambridge Local Plan for consultation
Policy S/CE: Cambridge East
Representation ID: 204659
Received: 30/01/2026
Respondent: East Cambridgeshire District Council
Policy wording used must be sufficiently robust to ensure any transport infrastructure which is critical to accommodating sustainable growth in this location is secured and adequately planned for.
Adverse impacts on movement networks in this area will be experienced not only by communities within Greater Cambridge but also communities within East Cambridgeshire where they access services and facilities within Cambridge via the A1303 or Ditton Lane/Horningsea Road travel corridors.
The Infrastructure Delivery Plan (IDP) supporting the draft GCLP identifies, at paragraph 5.1, the A1303 Newmarket Road corridor as already being an existing problem area. The IDP also identifies in Table 5-1 (strategic transport measures) and Table 5-3 (Local Transport Measures) a series of interventions as being “critical” to the delivery of this strategic site allocation.
The transport related measures and mitigation measures referred to as part of this strategic site allocation (paragraphs 14 to 16) are therefore key; policy wording used must be sufficiently robust to ensure any transport infrastructure which is critical to accommodating sustainable growth in this location is secured and adequately planned for.
It is also important that the Greater Cambridge Transport Strategy, which is not available as part of this consultation, becomes available as the plan progresses.

Clause 18a refers to the Ely to Cambridge Transport Study but this document is not available as a supporting document to the draft GCLP. Is the supporting document missing or does this reference need updating?

Should item 32 that references the strategic and local transport mitigation plan require the strategic and local transport mitigation plan to reflect the priorities set out in the IDP and/or the Greater Cambridge Transport Plan?
