Additional allocations in rural areas are required to make the plan sound. The site at Land West of Beach Road, Cottenham (HELAA Reference 48095) is sustainable, located close to public transport links, active travel routes and a range of services. It is immediately available and deliverable, without the need for major infrastructure, in early stages of the plan period. It would therefore contribute to the objectives of the Local Plan. Landscape and heritage impacts can be mitigated. Safe highway access can be provided.

The Housing Trajectory is based on over-optimistic delivery rates for major strategic sites, well above historic rates, and is not credible. Anticipated completions for 2028/29 and 2029/30 are particularly high. A more reasonable estimate for sites such as Northstowe, Waterbeach New Town and North West Cambridge reduces the five-year supply to under 5.

Exceptional circumstances exist at a strategic level to justify amendments to the Green Belt by virtue of the need for the Greater Cambridge Local Plan to identify additional suitable and sustainable sites for development to meet identified needs, and subsequently directing appropriate growth to sustainable villages. The draft Greater Cambridge Local Plan currently fails to give grey belt any consideration in informing the proposed Development Strategy. Therefore, it is clear that the Greater Cambridge Local Plan needs to be informed by a full assessment of the Green Belt in light of the Government’s introduction of grey belt and emerging national planning policy.

Update Policy S/GB to demonstrate alignment with national policy and PPG, including how Grey Belt considerations inform Green Belt assessment.
