Policy CC/FM: Managing flood risk
Representation ID: 205235
Received: 30/01/2026
Respondent: Federation of Cambridge Residents' Associations
No mention of insurance in policy for planning applications ? Will people who buy property in areas at risk of flooding be informed and/or compensated? Or will they have to accept market prices? Govt's FloodRe insurance scheme ends in 2039. People in flood risk US state Louisiana can't get insurance
'The Councils have produced a Strategic Flood Risk Assessment (SFRA), which identifies areas
at risk of flooding from all sources and considers anticipated impact of climate change. The SFRA has been used to inform selection of sites for allocation for development'

Policy GP/ND: Non-designated heritage assets
Representation ID: 205416
Received: 30/01/2026
Respondent: Federation of Cambridge Residents' Associations
South Cambridge ( but not Trumpington) has very few listed buildings or non-designated heritage groups of buildings south of Hills Rd Bridge. Yet the attractive red brick group buildings of Homerton College align with attractive nineteenth century buildings on Hills Road ( St Johns Church). There are many attractive Arts & Craft houses in the area. The Capturing Cambridge website has documented their history. Surprisingly there is no listing for Homerton apart from the College's Arts and Craft Dining hall? No mention either of Homerton avenue of mature trees with its cow parsley or gardens.

Policy CC/WE: Water efficiency in new developments

Government has announced £36m investment in Cambridge AI.
(Water Use In AI and Data Centres report)
Atkins Report for GCPS is realistic about problems https://consultations.greatercambridgeplanning.org/sites/gcp/files/2025-10/EBGCLPCAWSEOct25.pdf
There isn’t currently enough water supply identified that enables government’s housing delivery objectives in broader Greater Cambridge area. Water regulators RAPID have delayed building of new Cambs reservoir because neither Anglian Water nor Cambridge Water can explain how they’re going to fill it
Support the initiatives for enhancing strategic green infrastructure and Dispersed initiatives (Point 5) but how will they (especially for the Cam Corridor and chalk streams) be achieved without adequate supply of water?

Policy BG/RC: River corridors
Representation ID: 207581
Received: 30/01/2026
Respondent: Federation of Cambridge Residents' Associations
Would re-order the list in point 1 as follows:
• a. Protects, enhances and restores natural features, including:
i. Supporting the renaturalisation of the rivers and their processes;
ii. Restoring natural floodplains and integration of nature based solutions to protect communities at risk of flooding; iii. Establishing riparian habitats where appropriate.
• b. Ensures that the location, scale and design of development protects and enhances the character, biodiversity, visual amenity and historic significance of river corridors and connected locations.
• c. Protects and enhances the existing landscape of river corridors,
• d. Supports enhanced access to, from and along river corridors for walking and cycling, whilst balancing this with the need to protect and enhance habitats for biodiversity,
• e. Protects and enhances views to and from the river.
• f. Supports tourism and recreation associated with river corridors in appropriate locations, whilst ensuring that this does not impact negatively on the other roles of a river
Point 2 Omit text from 'except for domestic extensions, soft landscaping, small amenity areas, or proposals where it is necessary for the nature and function of development....to demonstrate'
If the policy is serious about protecting rivers it should not include lots of exemptions like this.
Add 'Any developments along the river/tributaries should demonstrate they will not damage riverine nature reserves, SSI's etc and water supply
Point 2 Support requirement for a riparian buffer zone with protections but WITHOUT exceptions proposed.
Add An iconic river like the Cam needs an overarching strategic vision and strategy like that of Thames Landscape Strategy
