Draft Greater Cambridge Local Plan for consultation

Policy H/SH: Specialist housing

Representation ID: 201822

Received: 26/01/2026

Respondent: St Andrew's Church

Representation Summary:

Based on my experience as a parish priest in Cambridge City, I would urge very creative and innovative approaches to creating a housing mix for different generations, and meeting points, so that older people have suitable housing which is situated at the heart of communities. Developers should be incentivised to provide this type of housing, which is more costly because of communal spaces and additional regulations.

Policy H/MO: Houses in multiple occupation (HMOs)

Representation ID: 201824

Received: 26/01/2026

Respondent: St Andrew's Church

Representation Summary:

I support the qualifications but would ask them to be strengthened, as HMO's are so detrimental to community cohesion and they quickly erode any sense of neighbourhood or neighbourliness because of their transitory nature. There should be a presumption against the conversion of c3 housing into HMO and new HMO's should not be part of the local plan. Instead build to rent apartment complexes with affordable offerings (and communal spaces) should be prioritised.
