Policy H/AH: Affordable housing

Representation ID: 208484

Received: 30/01/2026

Respondent: Carter Jonas

Representation Summary:

We object to this Policy and to the requirement for affordable housing at 40% to be delivered on Build to Rent and Co-living developments. There is a significant need for these forms of residential accommodation within Cambridge, however they will simply not come forward if there was a requirement for 40% affordable housing to be delivered. This requirement does not conform with the requirements of National legislation.

We also object to 40% affordable housing provision being sought on purpose built student accommodation (PBSA). Again, this is considered unreasonable and would have a significant impact on the future delivery of student accommodation within Greater Cambridge.

In line with National Guidance, any affordable housing on BtR or Co-living should be capped at 20%. There should be no requirement for affordable housing on PBSA. These comments will be subject to any changes to National Guidance.
