Vistry Group supports the proposed allocation of Land at Highfields (phase 2), Caldecote by draft Policy S/RRA/H. However, it is recommended that the policy be amended to ensure that it reflects the planning permission for the site.

In light of the most recent Section 73 application for the original, wider site (ref: 25/03050/S73), which resulted in a footpath replacing the bridleway original required, part b. should be amended to read:
“Appropriate provision to link to the existing footpath forming part of the wider Highfields development site”
Part c. appears unnecessary. In responding to the live planning application for the site (ref: 22/04215/FUL) the Local Highway Authority has not requested any transport capacity assessments at local junctions. Therefore, the policy should be amended to omit part c. The same applies to part d. as the site was subject to appropriate archaeological assessment to satisfy condition 24 of application ref: S/2510/15/OL (appeal ref: APP/W0530/W/16/3149854).
Finally, the live application for the site proposes 66 dwellings, therefore, the policy should be amended to reflect this whilst maintaining ‘approximately’ to allow for a potential uplift in numbers, if it can be demonstrated that the site has capacity to accommodate them.
