The proposed new settlement at Grange Farm relies entirely on major new transport infrastructure that is not consented, does not have secure finance and is technically challenging. Design of the settlement itself has not begun. The housing trajectory expects delivery of completed dwellings to start within 8 years of adoption of the new Local Plan. Drawing on experience from other new allocations in the region, this would not appear to be realistic. In transport terms, the site is not sustainable. The allocation should be removed or the trajectory should be reduced and pushed back.

PX Land Ltd is promoting a new sustainable settlement at Scotland Farm, Scotland Road, Dry Drayton, known as Scotland Park. The Site can provide approximately 7,000 new dwellings as well as commercial, retail, leisure, educational, community facilities and services, including high quality open space. The Site also benefits from the proposed Scotland Farm Sustainable Transport Hub to support C2C that is due to be completed in 2027. The Site should be preferred instead of other new settlements proposed in the emerging Local Plan due to the proposed Sustainable Transport Hub as it is in accordance with national planning policy. The Site also benefits from a single landowner meaning that it is available immediately on adoption of the Local Plan.

Exceptional circumstances exist at a strategic level to justify amendments to the Green Belt by virtue of the need for the Greater Cambridge Local Plan to identify additional suitable and sustainable sites for development to meet identified needs, and subsequently directing appropriate growth to sustainable villages. The draft Greater Cambridge Local Plan currently ails to give grey belt any consideration in informing the proposed Development Strategy. Therefore, it is clear that the Greater Cambridge Local Plan needs to be informed by a full assessment of the Green Belt in light of the Government’s introduction of grey belt and emerging national planning policy.
Update Policy S/GB to demonstrate alignment with national policy and PPG, including how Grey Belt considerations inform Green Belt assessment.

The Councils should note that the Government's Planning Practice Guidance (reference ID: 74-006-20240214) discourages the seeking of more than 10% biodiversity net gain. Therefore, the reference to 20% being actively encouraged should be removed.

The Development Strategy is so reliant on high levels of housing delivery in major strategic sites that risk local housing needs not being met over the Local Plan period. The Housing Trajectory is based on over-optimistic delivery rates for strategic sites, well above historic rates, and is not credible. The draft Local Plan is reliant on new settlement sites delivering 350 dwellings per annum, but it is considered that a more realistic delivery rate would be 200 dwellings per annum. Land at Scotland Farm is available, owned by a single landowner, and has other benefits over other settlement options currently allocated in the draft Local Plan.
Revise housing trajectory with realistic figures for delivery on major sites and allocate Scotland Farm.

The total number of dwellings that the Councils calculate will be provided across the emerging Plan Period is greater than the standard method, which is supported. However, the potential for additional growth to support the ambitions of the Cambridge Growth Company and by extension, the Government, should be incorporated into the draft Local Plan as a material consideration. Therefore, Policy S/JH should be revised to incorporate the additional growth ambition of the Cambridge Growth Company, updating the housing‑need calculation accordingly.
Revise calculation of housing need to take into account Government ambitions for Greater Cambridge, including the creation of and funding for the Cambridge Growth Company.
