Draft Greater Cambridge Local Plan for consultation
Policy S/DE: Defined development extents
Representation ID: 205574
Received: 28/01/2026
Respondent: Mulberry Strategic Land
Mulberry Land are the applicant for the recently approved application at land North of Thriplow Road, Fowlmere, reference: 24/01254/OUT.
We note that Fowlmere continues to be classed as a Group Village under the policy S/SH: Settlement Hierarchy, whereby residential development up to an indicative maximum scheme size of 8 dwellings will be permitted within the defined development extents of Group Villages, as defined on the Policies Map.
We request for the Council's review the Development Extent’s for settlements across South Cambridgeshire under this policy. As drawn (see attached PDF), the now consented development site north of Thriplow Road, Fowlmere still remains outside of the Development Extent. The same position also applies for existing built development at The Triangle, Fowlmere, which remains outside of the Development Extent boundary. This was consented in 2011. We therefore suggest the Council review and update the Development Extents to reflect consented developments.

This then leads us to the Policies Map, and how the settlement of Fowlmere is presented. It is disappointing that the Council has not undertaken a review of the Defined Development Extents, covered by policy S/DE. We would consider that now is the opportune time to review the Development Extent’s for settlements across South Cambridgeshire under this policy.
