Draft Greater Cambridge Local Plan for consultation
Policy S/PRIA/HRRS: Hills Road and Regent Street Corridor
Representation ID: 205179
Received: 30/01/2026
Respondent: North Newtown Residents Association
6c - needs clear statement that wider pavements are required the length of Hills Road, from Station Road to Regent Street, in line with improvements proposed in 6a (Regent Street). Footfall from the railway station to the city centre is high; improvements proposed in the 2018 Local Plan have not been implemented. This key route into the city for residents & visitors requires a) reduction in traffic and the space given to it and b) focus on local businesses & public realm so that Hills Road returns as the 'high street' for Newtown & Glisson Road residents as it was.

The Lion Yard Central Car Park should be a key site for repurposing (if not full redevelopment). If 50,000 homes are planned for Greater Cambridge area, where will be the additional amenity space be for residents & visitors in the city centre? A paradigm shift is required to reduce vehicular traffic and associated health issues arising from pollution, plus road safety. A sustained modal shift away from private vehicles can be encouraged by reducing central parking to essential users only. Car Park floors can be repurposed as residences, offices, shops, eateries and even rooftop green spaces, improving the public realm.

If smaller sites, e.g. local residential gardens, often proposed to develop additional housing, cannot to deliver meaningful BNG, then the answer isn't offsite BNG credits/planting, it is refusal of development given the wider harm to local environment, street scene, residential amenity, increase in urban heat, and so on.
