The greening factor is supported in principle. However, the proposed urban greening factor has been taken from the London Plan, and it is considered high. Urban greening factor discussed within the University for internal projects have been 0.2-0.3, which is more appropriate. Is the urban greening factor in addition to or part of BNG? If the urban greening factor cannot be delivered on site, would this be directed towards one of the priority schemes at a cost and delivered by others?

The University considers that ‘tree canopy cover’ is too broad a term. Trees in the wrong place are as damaging as no trees at all. Also, not all trees are equal, soft vs. hard wood, native vs. non-native, good vs. poor condition and some trees are poor in terms of biodiversity value. There is no mention of ‘native’ or ‘local provenance’ tree species and amenity value appears to be given a higher status than ecological value. It is considered that there is a focus on canopy cover and less emphasis on the quality of any woodland or hedgerow habitat.
