Draft North East Cambridge Area Action Plan

Representation ID: 53430

Received: 03/10/2020

Respondent: Fen Ditton Village Society

Representation Summary:

Totally inappropriate – will detract from beauty of Cambridge and surrounding flat fenland landscape
What guarantees are there that all developers will not opt for 13 storey, high density to maximise profit?
Variance from Local Plan – why this variance is important enough to be allowed is not explained.
Highest density and thereby highest buildings congregated at one site (Cowley Road) leading to lack of “community”

Respondent: Mr Seb Dangerfield

Representation Summary:

"there is scope for an element of family sized homes" this seems rather worrying. In that the North East area will not be an inclusive mixed use area but will only be made up of singles or couples with those with families forced to moved out due to lack of supply of large residential properties.

Similar to above by primarily having "higher density apartment blocks" this will make the area less inclusive and only cater for those who want to live in an apartment. Not everyone does, this will reduce the types of people which the area attracts and likely put off older people and those with young children.

"Delivering 40% of all net additional units to be affordable housing" however "Affordable housing is housing which is deemed affordable to those with a median household income or below" which means affordable housing is required by 50% of population. So an extra 25% more affordable housing would be needed to not punish the less well off whilst making a surplus of proprieties for the other 50% of the population.

Draft North East Cambridge Area Action Plan

Representation ID: 55737

Received: 05/10/2020

Respondent: Brookgate

Agent: Bidwells

Representation Summary:

Neutral:
The AAP makes provision for at least 8,000 net dwellings.
The Policy states that residential units in addition to the table above will need to be
considered alongside the other policies of the Area Action Plan and adopted local
development plan.
Brookgate are broadly supportive of Policy 13a and that the housing provision
figures are regarded as a minimum. It is important to take a flexible and positive
approach and be clear that the AAP does not impose a ceiling on the amount of
housing development that may come forward.
As referred to above, there is a target of doubling the regional economic growth
(GVA) of Greater Cambridge over the next 25 years. In order to deliver this ‘step
change’ in economic performance, there is clearly a need to provide for a high level
of housing to take account of the pressing and worsening affordability issue and to
support the aspiration to grow the Greater Cambridge economy and double the
GVA across the Greater Cambridgeshire and Peterborough area.
The Chesterton Sidings site (Land at Cambridge North) has the potential to
continue the successful transformation of this part of the city and address a specific
need for more housing to serve the private rented sector, thus making a significant
contribution to meeting housing needs within Greater Cambridge in a manner that
would diversify housing choices within the market.

Representation Summary:

Policy 13a seeks to deliver a mix of housing types and tenures across North East Cambridge,
including housing in the Cambridge Business Park area which is where the Barr Tech site is
located. The housing strategy is broadly supported. The redevelopment of the Barr Tech site
would include a mix of housing types and tenures alongside business (B1) uses, and could
include short term serviced accommodation because of its close proximity to proposed business,
community and retail uses and its proposed accessibility by sustainable modes of transport.

Welcome provision for specialist housing; 60% of affordable tenure being social/affordable rent.
Shortfall of affordable housing from BTR shouldn’t fall upon other developments including Core Site to address.
