The long leases on the garages are a constraint in that there is no "reasonable prospect" of their development taking place in this plan period. I have made representations on the Submission Local Plan that on this basis this part of the site should not be allocated in this Local Plan. Given the timescales if it is to be introduced to Site R10 this should be done as part of Plan Review after 2031.
The SPD must be guided by the Local Plan context not the other way around.
