Pedestrianise existing Cowley Road

HGV banned from turning right towards the station
This already narrow and dangerous road is completely unsuitable to support the new station. The last thing we want as a city is for new visitors to walk on this road to the Science Park. It MUST be pedestrianised with a new boulevard for traffic to the station to the north, adjacent to the sewage works, also allowing for future development of the sewage works, as indicated by the attached maps. Heavy Goods Vehicles should only be allowed to turn left at the end of the road and keep the right hand turn for buses, taxis and station access. HGVs could be permitted but only outside of peak times, and only if necessary. The question is, do we make this boulevard a dual carriageway? We could heading toward the station, but to dual to Milton Road would not make sense and will cause a bottleneck at the new roundabout linking to St. John's/old Cowley Road/parking access for new development.

Brookgate support retaining the existing Cowley Road as the main access road for all modes of transport. However Brookgate recognise routing HGV movements on a dedicated route to the north of Cowley Road would be beneficial in providing a more pedestrian and cycle friendly main access through the AAP area along Cowley Road. Suggest that the whole of the 'corridor' between the disused NR access road, the First Public Drain and the existing Cowley Road is used to create wide tree-lined boulevard delivering a high quality walking and cycling route as well as appropriate vehicle access to CNFE.

Option A would be a disaster. If there is one thing that needs to come out of this redevelopment, it is improving pedestrian and cycling access to the new station. The road is too narrow and totally unsuitable for these users to share it with general traffic.

There will be an increasing number of users and a wide variety of modes of transport using this area, ranging from pedestrian and cyclists going to the offices and the station, to HCVs. The redevelopment of the area provides an opportunity to improve conditions. This includes improved separation between HCVs and other users, given the significant levels of demand likely to be generated by the AAP proposals, but also to minimise the impact of such traffic on other land uses through minimisation of noise and vibration of vehicles.
The CNFE is a mixed use area with a variety of uses existing and proposed through the AAP. There will be an increasing number of users and a wide variety of modes of transport using this area, ranging from pedestrian and cyclists going to the offices and the station, to HCVs accessing the B2, B8 and Sui Generis areas. The redevelopment of the area through the AAP provides an opportunity to improve conditions across all modes for accessing the area. This includes improved separation between HCVs and other users, not least to ensure the safety of those moving in and through the area, given the significant levels of demand likely to be generated by the AAP proposals, but also to minimise the impact of such traffic on other land uses through the minimisation of noise and vibration of vehicles. There may also be occasion for example where the coated roadstone plant located at the Lafarge Tarmac railhead needs to be active out of hours i.e. when providing material for road repair and resurfacing schemes being undertaken at night, a dedicated HCV access would enable safe access and reduce the potential for amenity issues to arise.
