I believe developers of student housing developments should make financial contributions to the city's housing funds: Student housing developments do not contribute to the city through council tax. Moreover, they are often deemed an excuse not to provide onsite car parking - without guarantee that students will not have cars, and thereby increasing congestion and stress on already stressed on street car parking.
