This is a very thoughtful policy; my only concern is that developers will use tricks such as those referred to in 3.17, or claims of non-viability, to avoid having to include affordable housing in developments. Some means of automatically triggering application of 3.17 for parts of larger sites would be a good idea, as at present the wording depends on the council's opinion for the reason for subdivision.
