We welcome the proposed policy direction that specialist education facilities will be supported where they make efficient use of land, facilitate active travel, reduce car parking and introduce active frontages at ground floor level.

We recommend that the supporting text with this policy makes a distinction between privately operated and state-funded education, in view of the bearing this can have on changes of use under permitted development rights. The department makes use of permitted development rights when appropriate, but also welcomes the opportunity to work with local planning authorities on comprehensive plans for regeneration and successful place-making, including sustainable transport planning and innovative design. New school buildings will be net zero carbon in operation, as set out in OS21 and referenced elsewhere in this consultation response.

I object to the policy of not housing students in family homes (esp for language students).
Family homes provide a source of income for those on low incomes and is beneficial as a learning experience for the student.
Providing student accommodation worsens the learning experience for language students and is a charter for developers to build more property which won't even be 100% utilised.

ARU has made significant investment in its East Road sites and it is considered that the broader East Road area will remain a focal point for the University through the plan period, though with innovative schemes for potential shared services or interconnectivity across the City to be supported " rather than "Anglia Ruskin University has made significant investment in its East Road sites which remain the most sustainable location for future investment." in order to reflect ARU's role and plans. Anglian Ruskin University should also be referenced throughout the Local Plan as ARU rather than Anglian Ruskin University.

This policy has previously operated to the detriment of local people e.g. 2 Lyndewode Road, when converted to a student hostel it has caused significant loss of residential amenity to local residents due to noise, disturbance and anti social behaviour by the students.
