While I understand the rationale for redeveloping the barracks area, I am not in favour of the adjoining area leading to the east. It is far from clear how the two developers will work together.
The Fenland nature of the area should be retained.
The Local Plan references 8-9 thousand units - so development should be contained within these limits.
What provision is there to ensure that existing village facilities already under severe pressure (roads, school intake, doctor's surgery) will cope before we trigger points on the new development are reached?
Access including construction traffic, should be off the A10 which requires upgrading urgently to cope with the increased demand.
The railway station should be retained where it is until at least 2,500 houses the New Town are occupied - or BOTH stations should remain operational, the existing one could serve the existing village, Landbeach and the proposed boating lake.
Many in the existing village moved here because of the good public transport links. They should.not be fairly penalised by the proposals. The existing village should continue to have direct PT links to Cambridge, ideally with a P&R stop serving the new town and the existing village. Once the station is moved then a free shuttle bus should be provided to meet all services.
The new developments at the north of the village (Bannold Road and Cody Road) have shown how easy it is to lose valuable green spaces so the new developments should ensure households can access these easily and feel safe using them.

1. INTRODUCTION
I support Waterbeach Cycling Campaign's response to the SPD and their "People First" vision for the new town.
I have major concerns that the SPD will lead to a car centric development which prioitises space for cars over space for people. Main concerns are the primary roads being routed through the centre of the development, the proximity of schools to primary roads and development phasing. I have major concerns about the impact of the development on the village - the routing of traffic along Cody Road to the relocated train station and access to houses around the station. Waterbeach Cycling Campaign have presented an alternative vision for the new town - the "People First" vision.

The site is currently earmarked for 8-9,000 properties although up to 11,000 could eventually be built. I object to this number because the A10 cannot possibly cope with the huge amount of traffic the development, in its construction stage and afterwards. It is already heavily congested and at peak times is at a standstill. No development should commence on the site until the A10 is properly upgraded. There is an estimate that 25,000 people will live on the new development yet it seems that only one GP surgery/health centre is mentioned. It is also envisaged that the existing health centre in Waterbeach copes with additional demand, from Section 106 contributions, during the early stages of the development. This health centre already is at full capacity. There is no mention of health care beyond that provided by the GP surgery. Addenbrooke's Hospital is frequently on black alert - how can it cope with this additional 25,000 people, plus those from other developments taking place in the county. I do not consider that the railway station should be moved from its present site until the quantum development of the new town is greater than that in Waterbeach village. Those people presently living in the village, especially at the southern end, would no longer be able to easily walk to the new station.

Question validity of consultation as it has been rushed through member process.
It is clear from minutes of meetings held by the scrutiny and overview committee in July, (timeline provided in my email dated 23rd October 2018 )that the SPD has been rushed through and that members have strong reservations including the fact that councillors had only five days to read and comment on the draft SPD. I therefore question the validity of this consultation. It appears that the public do not have detailed information or policies to make proper informed decisions.

1.4 PROCESS AND PROGRAMME
Support the concerns of the Environment Agency, Natural England and Heritage England regarding SEA screening.
On page 8 the second action is to complete Strategic Environmental Assessment and Habitats Regulations Assessment Screenings to demonstrate how the SPD complies with EU Directives 2001/42/EC and 92/43/EEC. I fully support the concerns of the Environment Agency, Natural England and Heritage England and there are concerns that the proper environmental studies have not been completed and although outside the strategic site the Environment Agency's concerns about a huge sewage works in a level three flood zone area close to the banks of the river Cam. Support comments submitted by Waterbeach Cycle Campaign and the British Horse Society regarding access to green space on eastern edge of site.
I fully support the comments submitted by Waterbeach Cycle Campaign and the British Horse Association regarding connectivity and the right to enjoy designated public byways, footpaths and green space in the public realm on the rural Eastern edge of the New Town. I note that the SPD on the Eastern edge of the settlement refers to the fen edge looking out but not looking back into the site and how the proposed quantum and height of buildings especially the station quarter cannot be mitigated by planting because of the topography of the surrounding land.

Unclear from the SPD of when and how infrastructure will be delivered. Strategy should be in place now within the SPD. How will conditions/enforcement be monitored and managed due to SCDC's lack of resource? Should a financial viability SPD be completed to ensure the site is viable and sustainable?
Page 142 Viability and sustainability - Ref Inspector comments "It is unclear from the SPD of when and how infrastructure will be delivered. Cost of infrastructure particularly upgrade of the A10. Reliance on City Deal and s106 monies. SCDC local plan modelled viability on a settlement of 3,000 dwellings. The SPD is woolly with no clear sense of the financial implications of a settlement of 8,000 - 9,0000 dwellings. SC MM071 local plan 8. Page 142 Monitoring and review "the ability of collaborative working of the landowners, council and key stakeholders." Inspector stresses the importance of how the plan is monitored managed and reviewed. A strategy should be in place now within the SPD. Are SCDC able to complete these tasks? How will conditions/enforcement be monitored and managed due to SCDC's lack of resource? Will the cost of parcels of land be sold at an inflated price as the land comes with planning permission and could therefore affect the number of affordable homes? Should a financial viability SPD be completed to ensure the site is viable and sustainable?

It is not acceptable that quote " a key priority for development will be to promote water efficiency" what guarantees and strategies will there be to ensure a constant supply of water for a population of 31,000 residents plus others (numbers unknown) accessing the site on a 24/7 basis? Will there be provision for hydrants for fire and rescue to access in case of emergency?

It sits of the edge of a fragile fenland landscape bordering Ancient Monuments including Denny Abbey to the North, Wicken Fen Ramsar site, site of Special Scientific Interest (SSSI), a component of Fenland Special Area of Conservation (SAC) (a European site), and the Cam Washes Site of Special Scientific Interest (SSSI).Wicken Fen and the Cam Washes are co- dependent in supporting the wide biodiversity that they sustain.

Urge Land owners and developers to consider that profit does not come before people and place.
From the Inspectors report page 7 para 21 "The Plan proposes that development needs will be met at two new settlements at Waterbeach and Bourn Airfield. We have some concerns regarding the challenges of delivering new development at Waterbeach and Bourn, as set out below. However, there is no requirement for these sites to deliver housing in the early years of the plan period and consequently there will be an opportunity to review progress through the preparation of the joint local plan with Cambridge City Council, as required by the terms of the Greater Cambridge City Deal (see issue 17 below). I urge all who are responsible for the development of this site including the MOD & Urban & Civic, RLWE which includes local landowners, Royal London, Turnstone Estates and St John's College Cambridge that profit does not come before people and place. The responsibility is yours and yours alone. Some things cannot be bought.

Need to consider arts and an arts venue.
Whilst 'Arts and Culture facilities' are referenced, these are in passing and entirely vague (SPD pp39-40). The Creative Industries, which include the arts, are of growing importance in the UK economy and can play an important part in helping to create vibrant and cohesive communities.
Waterbeach has a lively arts community, which Urban and Civic has supported in recent years by hosting Open Studios at the Barracks site. It is hugely important that the plan for the New Town includes a dedicated venue for the arts to include live events, concerts and theatre as well as dedicated exhibition space. The plan should also consider how to embed the arts throughout the town through commissioned works and events that interpret the site and its fenland setting. Fen Edge communities are ill-served by the arts and there is opportunity here to change that model for the better.
