Tunnelling the road would be ideal as it is more convenient for cycling and walking without inconveniencing road users. In places where the inverse has been tried such as Elizabeth Way Roundabout the result is the road totally dominating at the expense of other users. If this is infeasible I agree that other approaches should be considered to reduce the dominance of Milton road.
