Not necessarily. The areas closest to the railway station should be commercial/business, because job density is higher than residential density, and this will put the railway station to better use, by encouraging many more people to take the train to work. Also the station will attract a lot of noise and nuisance, which is inappropriate for having nearby residences, as we have learned at CB1.
