I'd support all these suggested measures.
However, another step that is essential if cycling is to take off is a huge change in business culture that currently expects people to be clean and smartly dressed for meetings. Transport of multiple sets of smart clean clothes by bike in a way that leaves them presentable is a major hurdle. Likewise the amount of shower/washing space that would need to be provided at companies if everybody expects to do all their self-washing on arrival at work would be huge.
